1000 is a beginner rating in a sense that its someone who has begun studying chess. They dont just occasionally play chess at a party or park whenever opportunity arises. They are people who play nearly daily and actually look up openings, analyze their games, etc. It is the starting point of which you go from knowing how the pieces move in this board game to someone who people call a chess player.
Is 1000 a good rating?

No. It's rubbish. 1k to 1.5 is beginner. 1.5k to 2K is strong club player. 2 to 2.5K you are interesting. 2.5k upwards you are a monstrosity.....

To be more specific, this is how the chess.com rating system basically works with estimates for years of experience based on someone who spends around 4 hours a week studying chess(my opinion):
100-700: new to chess/absolute novice ~1 month experience
700-1000: beginner ~3-6 months experience
1000-1200: hobbyist ~9-15 months experience
1200-1400 weak intermediate, class “D” level player ~1-2 years experience
1400-1600 strong intermediate, class “C” level player, ~3-4 years experience
1600-1800: advanced, class “B” level player, ~5-6 years experience
1800-2000: very advanced to expert, class “A” player, ~ 7-8 years experience
2000-2100: expert level, ~10 years experience
2100-2200: Candidate Master(CM), ~ 11 years experience
2200-2400 National Masters and Fide Masters, ~12-14 years experience
2400-2500 International Master (IM), ~15 years experience
2500-2650 Grandmaster, ~ 17-20 years experience
2650-2700 Very strong GM, ~20-25 years experience
2700+ Super GM, ~25+ years experience

I have 3 years of serious chess experience, but I'm rated as 650-850
(my lichess ratings were 1000-1400 but in chess.com I hardly get better. idk why. Really sad and dissapointed due to this fact )
I don't think 1000s should be called "beginners". A 1000 rated player these days do make a few inaccuracy's and one or two sometimes no mistakes per game. But they know tons of decent tactics and rarely blunder. 1000s deserves some respect.

The vast majority of 100-rated players are cheaters who are sandbagging.

It all depends on how long you've been playing for. If you've been playing for a week or two 1000 rating is amazing. If you've been playing for say over a year then it isn't the greatest achievement. You also have to take into account the intensity in which you play/study. If you play a game a day, a YouTube video a week and started playing last year then it's much better than someone who plays 50 games a day, consistently studies openings and practises lots of puzzles every day.
