It completely depends on the position. Generally, you do want to castle, but there are definite exceptions. For example, castling kingside as black in the French is instant suicide, as is queenside in the wing gambit for white.

Castle when you have no better move. I've castled later than move 25 before.
I agree. Sometimes I don't know what to do next so I castle to not accidentally create unnecessary weakness.
It's totally cool not to....as you conduct a doozy and don't feel like it 'cuz it's taking time away from your ferocious attack.

In the long term it might not be good to. Activating your king in the endgame will be harder.

If black plays an obviously ridiculous move like rd7, white can play a8=Q +, Rd8 and Qxd8.
Also Rc8+ , Rd8 Rxd8# This is why castling could be dangerous. It doesn't give white's king any escape squares. In my second position in post 20, it could prevent mate if black played h6 , f6 ,or g6.
