Yes. In fact, repeated draw offers are against the laws of international chess. You could be warned on a first offense, but could be forfeit for repeated offenses.

The idea of rude isn't even on some people's radar. In a tournament game (real otb rated tournament) many years ago, an opponent at least 40 years old kept offering a draw every few moves in an ending I knew I was going to win. I didn't know it was against the rules, I just kept declining (politely), but just went on to win anyway.

This isn't OTB. You can literally just ignore your opponents draw offer. it costs them time. If we're talking about OTB yes repeatedly offering draws is a problem, not here.

In my experience, whenever I offered a draw in an OTB game that I was only slightly losing, I always ended up making some ridiculous blunder later. Call it karma, but being that desperate to draw can affect your mental state.

Best time to offer a draw is when you genuinely believe it is the right result. Amusingly, a bonus is that some people feel obliged to play for a win then because if someone offers a draw to them they must be losing (ahem).

If they know they're losing, maybe. I have to admit to several times offering a draw because I didn't realize they had a win.
I don't see anything rude about it. What gets me is when you refuse the draw and they abandon the game.

I think of it like a hail mary in football. The losing side has the right to try for something that has very little chance of working. But it's worth a try.
I've offered draws to an opponent who was losing badly but only because they could not see 4 moves ahead. They were extremely confident they were going to win and thought my draw offer was rude. Three moves later it was my opponent who offered the draw.

So what made you offer the draw?

Two reasons. First to see if he was aware of the situation he was in. Secondly I often offer draws when the opponent makes a mistake they shouldn't have.
For me it's more fun when both sides play about the same. It's not much fun when one side makes a big mistake.
Yes. Offering a draw when you are losing is rude. It is something children do. Good coaches nip that behavior when they see it.
