In this game, it's clearly drawn. I've offered him a draw on many different occasions. Do I merely have to play this out to three fold reptition? Or 50+ moves with no pieces taken?

The game is clearly going nowhere. Claim a repetition draw. It must have happened.

without commenting about the current game you cannot claim draw unless you have three fold repetition or 50+ moves without pieces taken.

your opponent can play on until the draw button changes to 'claim draw'

besides you shouldn't offer draw on many different occasions

Maybe you'll get lucky and he won't move for three days and the time will elapse.  This will make a draw into a win.

When my opponent refuses a draw, I cry and luckily win

I imagine this one will end up being a long, psychological test of time before you get a repitition type of draw.

LOL, you won!

The game was clearly won anyway, because there's nothing he could have done to prevent you from promoting your pawn.  Three squares to go, and your pawn is protected with your king.
