I wouldn't say it's at a historical high, but Obama's election to the Oval Office did bring a lot of the racist shitbags out of the woodwork. And many who weren't quite hidden in the woodwork became a lot more brazen about their racism. I use to have this neighbor who flew a Confederate flag in his yeard. Of course he'd always use the "it's heritage, not hate" line.
