Report players that play on in a dead draw position just to win on time

You can report me first. My Godfather, Don Cheech, is a man of great respect, but he doesn't play chess. He would call me into his office and ask me "What is this thing? You are not dishonoring our family, are you?" and I would say "No Signore, I would never do that. There is a time control. If his flag falls and I still have mating force on the board, the computer awards me the win." He would pause, look at me with his inscrutable expression, then ask...
"This chess.com you play on. Is there any way you can shake them down for some money? I would like for us to wet our beaks in their revenue stream."
Sometimes it happens that the position is a dead draw when there's no way to get any advantage on either side (opposite colour bishops, and the king blockading the only pawn one another has), you offer a draw, and the opponent plays on to win on time. This is total unsportsmanlike, and the opponent player should be penalised.
Is all of the above possible? Thanks for any hints and suggestions.
