wantedly keeping in waiting

few persons dont want to play the game and increase the rank. they are starting the game and in middle of the game, they are keeping us in waiting, where we have to wait for about 25 minutes. this is not fair, please design the game in such a way that if the person dont make any move for 5 min. he will be lost the game.

There are many people here who avoid playing long time control games here for that very reason.
If nothing else, they should have to answer a "Still there?" challenge.
