Why are the Puzzles wildely inaccurately rated?

I might be wrong, but I think Puzzles have a kind of Elo rating themselves that goes up/down depending on who actually solves them?

Your not getting any 2000 rated puzzles All the puzzles are within 150 of your 1600 rating
