Why is Lc0 on chess.com so weak? (I mean in time management)

Yes, The Lc0 in live chess, I easily defeat it on TIME. And it's rating is <1400. Any explanations why the strongest chess engine available is like this? Also I see inaccuracies with leela that I can see:

No way, chess.com is very buggy and glitchy ryt now, a few questions:

1) What is Lc0 that you played against's rating

2)Is it Lc0 1 or smth?

You can check the OP's profile and literally check the game urself. the Ai was rated around 1300, similar to the OPs rating. 

But I am confused at the bad time management. from what I've seen the engines whip moves out at the beginning because of their opening database then spend a lot of time during the mid game, and if the game goes to the end they start whipping moves out to make up time again. Confused why the engine didn't do it here

Easy to explaina ll the questions, you did not play against the authentic Lc0 but against a 1300 rated version of it... Also it took the same amount of time to think every move, when you were taking less time, so this made you win on time, which is very common in bullet
