How would offer a draw more than once per move? When someone does so I either accept or make a move and I honestly see no way they could offer it twice or even 10+ times.

You can click "Decline." When it's their turn, they can keep offering them as much as they want because you can't do anything but click decline or ignore them.
And what with those who rather spend ~5 minutes chasing around the board and randomly checking just to avoid 50 moves rule, in obvious draw position ?

I don't think there is a way to enforce that. Even if the position is a draw, someone could slip up and lose the game. So I don't think the computer could say "Auto draw since this is a drawn game. STOP WASTING TIME!"

Now that I think about it, I did ignore the person who did over 10 draw offers. So I guess you either can, or could, click the offer draw button several times without the other person declining.
They should gave a limit, 5 draws per game. Just a idea.
What if it's actually a drawn position and they keep declining, but then after the 5 offers they realize it is a draw and wish they could do a draw. This was from the end of a game I played. I won on time because they kept declining draws. I'd offer draws after every few turns, mostly because I hoped to trigger the repeated position thing, but also because I thought they'd realize it's a draw.
It's not about enforcing, it's about sportmanship. Of course it's not possible to regulate all those strange situations, my observation was just about to show that there is another view of draw offers.
I only wish if there is button "ignore this user" right to the user name on live chess applet, so I can block those who annoy me with single click. Click, click, click, no1 to play
I'm not sure if this is the right place to put this, but has chess.com ever considered limiting draw offers some how? I played someone who was clearly losing (i.e. just promoted a pawn to a queen against a king and a few stuck pawns), so they started offering 10+ draws per move. I know this was the extreme. Maybe something like 1 per move? I guess it might not be possible.
