Maybe this is related to the server errors earlier when chess.com was down but hopefully it'll be removed soon...
My understanding is that happens when the site is experiencing a spam related attack and should only be in place while that is still happening. I think it can also happen if a member triggers it by sending a lot of messages quickly or might contain spam like content.

No, I don't believe one person can do it but it is from a more sustained and widespread attack.
