my sound option is enabled but I still hear no sound. Other PC sounds work perfectly well. Why it is that? How to fix it?

This happens a lot. There are several things you could try:
1. rebooting
2. Microsoft Sound Troubleshooter
3. updating Adobe Flash Player
4. Some other ideas here ... turn-notification-sound-fails

I' ll see what I can do. Though, after reading what you gave here, the problem seems more complex than i thought!
It's very easy for some web site to upset the sound drivers - but quite difficult to figure out which one ... and what happened!
This has just happened to me, again. It is a bit annoying along with other bugs that keep cropping up.

Does this happen in the Google Chrome browser?
Do you have sound for a bit and then all of a sudeen it disappears?
If talking about chrome, may try this
type in adress chrome://plugins/
you will get list of plugins. If some of them doubled, disable one of them.
