A good way to get people to talk is to ask them about themselves.
Don't make a topic like "fact, chess.com started in ____ year."
Do make a topic like "What is your favorite way to win?"
---
And then to help people talk about themselves, give an example from your own experience.
"I started chess 1 month ago and ____ has been fun / hard / annoying for me. Please tell me your experience as a new player."

Come on everybody, why doesn't anybody look at my forums?????? Even though you look at then you don't comment anything. And most of the times even though you comment something you comment bad things.
