I think age limits for things should count leap year days toward it, so like things you need to be 21 for you could technically do 5 days before your 21st birthday as 5 or 6 leap years have passed in that time, so your birthday is technically a few days early.

Well....no, because leap years only exist because every day is technically 23 hours and 56 minutes, so we are ahead of time. So we add an extra day every few years to get back down to where we should be. Otherwise, eventually, it might be 3:00PM and pitch black outside.
Oh I see, it's actually adding back lost time, I thought it was just arbitrary based on astronomical orbits..etc, like it really took an extra of a quarter of a day for the sun to orbit the Earth so after 4 years thats a day, but it's the actual rotation speed of the Earth, got it.
