If we're doing best ever (boy, talk about subjective) I've got to go with a mid 90s hardcore favorite: the pist.
I may catch some heat for this, but I think Hot Water Music gives all the old school bands a run for their money.

the Damned if I am to pick from the suggested list of bands but listening to The Clash is a modern version of Time Travel for a grumpy old geezer as yours truly.

Pft. Kids, don't you know punk rock died in the 70's? Also Bad Brains were the best punk band ever, assuming the Ramones as a proto-punk band. That's just an objective truth.

Bad Religion, the Descendents, the Damned, the Subhumans, Black Flag, or the Misfits?
