Why does the "Click Squares" setting still allow you to click-and-drag???

People have wanted a click-and-drag disable option for literally over a decade. They added a "Click Squares" option a few years back, but it DOESN'T disable click-and-drag. Why??
Near as I can tell, both "Click or Drag" and "Click Squares" function literally identically. Is this a bug? If so, why has it been around for literal years?
