Scandinavian with 3.Nf3?

I have always played 3.Nc3. 

I saw a few guys on YouTube advocating 1.e4 d5 2.exd5 Qxd5 3.Nf3 (!?) The idea of not playing 3.Nc3 right away is to allow c4 and d4 in some variations. The other idea is to not play d4, but to play d3 to avoid Black’s pressure along the d-file with Qd6/Rd8/Nc6. 

What do you think about 3.Nf3? 

It's playable, but 3. Nc3 is better imho.

 What got my attention the most was the possibility to play c2-c4. In one or two lines it can really give Black a headache, but Black must play into the lines. You can't bank on it every time. 

It's arguably more classical. Nc3 blocks the c pawn, so nf3 allows for later d4, c4, then nc3, leaving white with a large center. Its a fine way to play.
