How is being arrogant (which is bad, I agree) relates to learning about the world?

Some arrogant people are looking at the world from a lens of superiority. The world doesn't owe you anything. It's sort of a character flaw that won't stop you from learning but might impact your relationships with people. I was speaking specifically about people who feel like they are better than everyone else and think that they shouldn't try anymore because they are at the top. Basically, an arrogant person can learn but some arrogant people choose not to.

A high-IQ person would be intelligent enough to not brag.

Yes. IQ is all about how fast you can solve a problem not necessarily knowing how to. IF you can teach yourself how to quickly solve a variety of problems then you can achieve your goal.
