I beat someone in two minutes once, then I waited eight minutes because he didn't disconnect but just stood there waiting for his time or my patience to run out.
Don't want to downvote people unfairly, but..

Most chess servers are populated with players that are losing who walk away and let their cloxk run out, or move with less than 2 minutes on their clock, hoping you left the computer and forgot about the game.
I only lost a single game ever to that tactic, and was because unexpected company showed up at my door while my opponent's clock was running down.
I've noticed people disconnecting from the game and then sometimes reconnecting before they auto-resign, sometimes not. It always seems to happen after the game doesn't go their way. I know, that not everybody has the best internet connection but am I correct in assuming that they're doing it to be deliberately inconvenient or hoping I'll lose patience and disconnect/resign and that they deserve a thumbs down and block or could it really be technical issues? And why would people want to cheat to get a higher rating which will only make it harder for them to progress?
