Because ...Qb6 is also totally losing and the engine only cares about the evaluation difference.

But what if the evaluation difference is inaccurate?
Because Qb6 protects the bishop and the pawn. Simple. Qc8 likely brings the queen farther out from the action, and therefore is worse.
