I know it may sound insane, but that's kind of correct

A super active knight on an outpost vs a queen can have better results depending on the position

Of course, if you put it alone against a queen it can't do much

I would go for two rooks. Also, it depends on the rating of the people and the position.

In the context of a match, where you would consider this question is going to almost always be approaching the end game. So I think the answer is highly situational. Which side is winning before the trade? What else will be left on the board after the trade? What does the fate of the remaining pawns look like before and after the trade? How exposed is each king? How much time does each player have left?

If the Queen is centralized, the king is safe, and the opponent's king is exposed, the queen is better. 

If the rooks are connected and the king is safe, the rooks are better. 

If the minor pieces are connected, the king is safe, and there are other pieces on the board, then the minor pieces are better.
