Clearly the OP has no idea how to set up rating ranges. There is a high and low variation. I set the high at +300. I set the low at -50. Therefore, at any given moment, let's say my 5-minute rating is 1970. It will pair me against someone 1920 to 2270. Let's say I win and gain 8. The next game, it will pair me against 1928 to 2278, etc.
The think is you can set the filter for the ranges you can see on the seek graph. That doesn't limit who you play. And you can set the range on the seeks you send but there are limits there too.
You don't say which version of the site you are one but I don't think in either version you can only set it to play higher rated opponents and always have the chance to get lower rated players.
Set your range for open seeks at -100 to +200 (or higher), and let the pairing algorithmn do the work for you.

I understand but in v3, the lowest you can go is -50 from your current rating on the lowest side. Don't recall the limits on v2.
Also, I don't know if that is just for the auto-pairing algorithm or if people outside your range can pick up your seeks manually or not.

I believe if you constrain the ratings in the Play tab/Min & Max Rating, you will get the rating distribution in your opponents you are looking for.
I'm pretty sure that only impacts people that can directly challenge you, though I could be wrong.
Maybe those who are rated above 1400 only want to play people also rated above 1400?
erik has posted in the past that only playing people above your own rating isn't someting the settings allow (or will maybe in v3 assuming that might be possible in v2) since if everyone had those setting, no one would get games.
That fits very well with the rating options listed when creating seeks in v3.
