You're right it's not an ambiguous subject. In fact ratings dispassionately (mathematically in fact) measure performance.
I guess you mean to say in every way.
Oh, if that's what you mean by equal, then you're absolutely right. Women are capable of playing rated chess games with men with either color. They can learn all the rules just fine.

The interesting thing about being as strong as the world chess champion (be it you, me, or anyone) is that ratings measure our performance so we don't have to guess. As long as you're an active player and play a variety of opponents then you have a very good approximation of your playing strength.
Although this is usually pointed out to people who think they're as strong as a master. I actually haven't seen anyone claim they're as good as a world champion yet, that's a new one
