The Terms of Service describes the agreement that members and Chess.com make when they become members of this site. If someone does something against those Terms of Service, most commonly the moderators will send the member a friendly reminder, they understand the Terms of Service better, and they can then make a choice as to whether they want to keep the agreement or whether they'd rather go elsewhere.
Sometimes people keep on breaking the Terms of Service but still think they can remain on the site: that when they get banned from speaking.
If you have a complaint about a particular moderator or the approach taken by the moderators overall, the best way to handle it is to message the Staff member in charge of the moderator team, @jdcannon; posting in the public forums doesn't really help.

Why are the mods, site makers of chess sites , allowed in supposed "free" countries to ban people from speaking? Power freak nazi behaviors dark triad enough to run for emperor and just as incompetent as most too .
