I found a gift option in the more section of the top left tab. (I dunno if you found it yet so I'll just say it anyway)

Haven't found anything on the new profile format.

I can report him. Should I report him?

Try searching "gift" after you open the side tab from the 3 bars at the top left. For me it shows gift subscription, and I imagine you then just put the username you want.
