It has nothing directly to do with the number of blog entries or even the quality. It's simply a status, granted by Chess.com usually after requesting it and convincing them that you are capable of putting out decent chess-related material, in which your entries will be featured in the rotation of 3 blogs at the top of the blog index page. You will also be listed in the Top Blogger pager. I think titled players and staff are granted the status as a matter of course. I've seen one staff member who is a Top Blogger but never posts chess-related stuff, which I find rather weird.
