There is no AUTOMATIC promotion or demotion between tournaments - except for official ones. You (the TD) can remove players who are out of range, but you cannot move them to one of the other tournaments.
You could send them a friendly message - asking them to join the right tournament. Or you could send them an INVITATION to the appropriate tournament. (Either way, you would still have to manually eliminate them from the wrong tournament.)
