It's completely fine, so as it's authorized by staff. If it isn't, you're at risk of both accounts being banned.

You will need to contact support, chess.com/support to get the alternate account approved. Otherwise you risk both accounts being muted.

I always thought it was to grab attention/ differentiate mod messages from regular messages, since people rarely use colored text

The color green generally symbolizes nature, growth, harmony, and health. Moderators often use it so our messages standout more.

I'll use green if I'm giving moderator advice. I wont use it if I'm just being silly and having fun.
