Technically, it's not likely possible here, as one resignation will reach the server first.
If they click on the same time? Well the one with the faster internet/device wins.
But if it reaches the server at the same time, it will depend on how the server is coded

Nothing. You can't resign at the same time. Chess.com, for example, tracks down to the millisecond and getting both resignations, and that much accuracy is humanly impossible + you can't have 2 players resign if both have weaknesses (unless of course they are instructed to)
What would happen in an OTB game than?
Theoretically, if two machines programmed to resign at same millisecond, (because it's not humanly possible) it would probably result in a draw but i still feel like the player down material might lose but that's just my brain

For OTB, first person to offer resignation loses. There is no simultaneous resignation.
