I don't for a moment think it is cheating. It's clearly a bug in the system. If I play against you and you resign without starting the game, what can I do about it?

Ok, it just seemed like you were saying he was asked to resign. Anyway I agree it's a strange rule, but not a bug. It was changed purposely a while ago without informing anyone.

How would you know, you don't seem to be staff?
On one hand games up to 4 moves if timed out do not affect rating, on the other hand this! If it's done on purpose, it should have been announced along with the reasoning.
On the other hand if it's a complicated piece of programming which chess.com is unable to implement and hence maintaining low key, then it's deplorable.

Well, a player may not know the difference. Just out of courtesy, he may have resigned so that the opponent is not kept waiting. And why should there be a difference on correspondence style chess?

Perhaps a bug or an undesirable side effects of some other part of programming being touted as feature!

Really, from rating point of view, what difference it makes if I resigned or timed out. Sure, I will lose points in a match or tournament (and I should) - but when not even one move is made (or insufficient moves are made), the computer program is in no position to calculate rating changes of the players. It appears more like punishment to the resigner who wasted site servers' and opponent's time, than an effort to come closer to accurate rating of players.

My rating was not changed after my opponent timed out in a tournament after 1 move.

How can a player withdraw from a tournament in which he has already made a move? As far as I am concerned, my opponent simply vanished after starting the game.
And even if the program allows that, there is no difference between 'withdraw' and 'time out' as far as rating calculations go, because in both cases the computer either has or han't sufficient data.
Request your opponent to resign without making one move.
